A Cyprus international driving permit is issued by the Department of Road Transport (TOM) and is required when you plan to drive in countries that do not directly recognise a Cyprus driving licence. It must always be carried alongside your original Cyprus licence and is valid for up to three years. For current fees and required documents, contact the Department of Road Transport directly.

Planning a road trip outside Cyprus? Or maybe you just moved here and you are wondering whether your foreign permit still works on local roads. Either way, the rules around international driving documents can be confusing. This guide breaks it down in plain language, based on how the system actually works at the Department of Road Transport.

What Is an International Driving Licence and When Do You Need One?

The term "international driving licence" is used loosely in everyday speech. The official name is an International Driving Permit, or IDP. It is not a separate licence. Think of it as a certified translation of your Cyprus driving licence, printed in several languages so that police and rental car companies in other countries can read your details.

Cyprus issues its IDP under the 1968 Vienna Convention on Road Traffic. That convention set a common standard for driving documents across many countries. The IDP carries the Cypriot crest and is printed in multiple languages. When a traffic officer in Japan, Egypt, or Colombia stops you, they can read your licence details without needing to speak English or Greek.

You need one in two main situations. First, when you plan to drive in a country that does not directly recognise a Cyprus driving licence. Second, when a car rental company abroad requires it - even if the country technically accepts your licence, some rental firms ask for an IDP as standard practice.

You do not need one to drive within EU and EEA countries. EU member states mutually recognise each other's licences. So if you are driving from Cyprus to Greece or flying to Germany and renting a car there, your Cyprus licence alone is enough. The IDP becomes relevant when you travel further afield - think the United States, Australia, Japan, or many countries in Africa, Asia, and Latin America.

It is also worth planning ahead. You cannot get an IDP at the airport on your way out. You must apply in person before you travel.

How to Get an International Driving Permit in Cyprus

The process is straightforward. The Department of Road Transport, known in Greek as the Τμήμα Οδικών Μεταφορών (ΤΟΜ), is the only authority that can issue a Cyprus IDP. It operates under the Ministry of Transport, Communications and Works.

You must apply in person at a ΤΟΜ district office. There is no online application and you cannot send someone else to do it for you. Cyprus has ΤΟΜ offices in Nicosia, Limassol, Larnaca, Paphos, and Famagusta (in the government-controlled area). Check the ΤΟΜ website or call ahead to confirm office hours before you go.

The process itself does not take long when you arrive prepared. You hand in your documents, pay the fee, and the permit is usually issued the same day. Do not leave this to the last minute before a trip. Give yourself at least a week, just in case there are queues or a missing document sends you back home.

One thing many people miss: the IDP is only valid alongside your original Cyprus driving licence. You must carry both documents whenever you drive abroad. Leave the IDP at the hotel safe and you might as well not have it.

And if you are still working through getting your local licence, the step-by-step driving licence guide walks you through that process from start to finish.

What Documents Do You Need to Apply at the Department of Road Transport?

Getting your paperwork right before you walk in will save you a wasted trip. Based on the standard requirements at ΤΟΜ, here is what you need to bring:

  • Your valid Cyprus driving licence (this is mandatory - the IDP cannot be issued without it)
  • A valid passport or national identity card
  • A recent passport-size photograph
  • Payment of the applicable fee (check current fees with the Department of Road Transport)

Check these before you visit the Department of Road Transport

The photograph must meet standard passport photo requirements. Take a fresh one - do not cut up an old photo from your wallet. ΤΟΜ staff will check it.

Your Cyprus driving licence must be valid at the time of application. If it is close to expiry, renew it first. The IDP cannot be valid for longer than your underlying licence, so a nearly-expired licence will give you a very short-lived IDP.

It is always smart to call your local ΤΟΜ office before visiting. Requirements can be updated. Fees change. An extra document might be needed in specific cases. A two-minute phone call can save you a wasted trip across town.

If you are in the process of converting a foreign licence to a Cyprus one, you need to complete that process first. A foreign licence alone does not qualify you to apply for a Cyprus IDP. Read about how to get a Cyprus driving licence as a foreigner if you are still at that stage.

How Long Is the Cyprus International Driving Permit Valid?

The Cyprus IDP is valid for up to three years from the date it is issued. However, there is an important limit. It can never be valid beyond the expiry date of your Cyprus driving licence.

This matters in practice. Say your Cyprus licence expires in 18 months. Your IDP will also expire in 18 months, not three years. ΤΟΜ will not issue an IDP that outlasts the licence it is based on.

If your licence is a permanent or long-term one with no near expiry, you will typically get the full three years. If you are on a shorter cycle, plan accordingly.

Once the IDP expires, you need to apply again. There is no automatic renewal. You go back to ΤΟΜ, bring your documents, and start the process fresh. The good news is that the process is the same each time - no test, no extra steps.

Also keep in mind that different countries have their own rules about how long a foreign visitor can drive on an IDP. The permit might be valid for three years in Cyprus's eyes, but the country you are visiting might only allow foreign drivers for a set number of months. Always check the local rules of the country you plan to drive in, not just the expiry date printed on your permit.

Which Countries Accept the Cyprus International Driving Permit?

Cyprus issues its IDP under the 1968 Vienna Convention on Road Traffic. Any country that has also signed and ratified that convention will recognise the Cyprus IDP. The list is long and includes most of Europe, many countries in Asia, parts of Africa, and several in Latin America.

Some major destinations that are party to the 1968 Vienna Convention include Russia, most EU countries (though you do not need an IDP there), Ukraine, Iran, and many African states.

Here is where it gets slightly complicated. Some countries - notably the United States, Australia, New Zealand, and several others - are not party to the 1968 Vienna Convention. They use the older 1949 Geneva Convention instead. Cyprus is aware of this and may have bilateral agreements in place to cover these cases. You should check directly with ΤΟΜ for the current status of those agreements before you travel.

For the US in particular, many states accept an IDP from any country as a translation aid alongside a valid foreign licence. But the rules vary by state and by rental company. Do not assume - check with your rental company and the local transport authority before you fly.

Japan, for example, accepts IDPs from many countries but has its own specific rules about which convention-based permits it accepts. Again, verify before you go.

Select where you are travelling

The safest approach: once you know your destination, contact ΤΟΜ and ask whether the Cyprus IDP is recognised there. You can also check with the embassy of the country you plan to visit. Doing this research before you travel beats finding out at a border crossing that your permit is not accepted.

Do Foreigners Need an International Driving Permit to Drive in Cyprus?

This is one of the most common questions among expats and visitors. The short answer depends on where your licence was issued.

If you hold an EU or EEA driving licence, you do not need an IDP to drive in Cyprus. EU licences are mutually recognised across all member states. Your German, French, or Italian licence is valid in Cyprus as-is. The same applies to EEA countries like Norway and Iceland.

If you hold a non-EU licence and you are visiting Cyprus as a tourist or short-term visitor, you can generally drive using your foreign licence for a limited period. The exact rules on how long you can use it depend on your nationality and residence status. Check with ΤΟΜ for the specific time limit that applies to you.

Once you become a Cyprus resident, the situation changes. Residents must eventually exchange or convert their foreign licence to a Cyprus one. The timeline and process depend on where your licence was issued. For EU licence holders, read about exchanging an EU driving licence in Cyprus. If you have a UK licence, the rules changed after Brexit - check the guide on UK driving licence in Cyprus after Brexit for the latest information.

An IDP from your home country can help in the short term if your foreign licence is not printed in Latin characters. A permit printed in multiple languages helps local police read your details. But it is not a substitute for eventually getting a Cyprus licence if you are a resident here.

If you are at the stage of getting your full Cyprus licence, ClickClickDrive Cyprus is a good starting point for finding a driving school and understanding your options locally.

If your home country issued you an IDP and you are now living in Cyprus, that permit does not give you any extra rights on Cyprus roads beyond what your underlying foreign licence already provides.

The rules can shift, and ΤΟΜ is the definitive source. If in doubt, call them or visit your nearest district office before you drive.

Getting this right matters. Driving on an invalid or unrecognised licence - even by accident - can create problems with insurance, with police, and with rental companies. A short check before you drive is always worth it.

FAQ

Does a Cyprus IDP work as a standalone driving document abroad?

No. The Cyprus IDP is not valid on its own. You must carry it together with your original Cyprus driving licence at all times when driving abroad. Without the original licence, the IDP means nothing to a foreign traffic officer or a car rental desk.

Can I apply for a Cyprus IDP online or by post?

No. The application must be submitted in person at a ΤΟΜ district office. There is currently no online or postal option. Bring all your required documents with you to avoid a second visit.

My Cyprus driving licence expires in six months. How long will my IDP be valid?

Your IDP will only be valid until your Cyprus driving licence expires. So in this case, it would be valid for six months, not the usual maximum of three years. Renew your driving licence first if you want a longer-validity IDP.

I am visiting Cyprus from the United States with an American IDP. Can I drive here?

The US is not a party to the 1968 Vienna Convention, so a US-issued IDP does not fall under the same framework as the Cyprus IDP. For short visits, most non-EU visitors can drive in Cyprus using their foreign licence for a limited period. Contact ΤΟΜ to confirm the rules that apply to your specific situation.

Do I need a Cyprus IDP to rent a car in another EU country?

Technically, a Cyprus driving licence is recognised across the EU without an IDP. However, some rental companies in EU countries ask for an IDP as part of their own policy. It is worth calling the rental company before your trip to ask whether they require one, so you are not caught out at the counter.
