How can someone with a North Cyprus licence get a Republic licence?

What matters instead is where you are actually from.

If you are an EU citizen, you can exchange your home-country EU licence for a Republic of Cyprus licence without sitting tests again, subject to ΤΟΜ's standard conditions. What driving licence categories does the Republic of Cyprus issue?
